I mean, it's steep, so the safest kind of route to skip bolts on -- he's not going to hit any ledges if he falls. And presumably he's been working it for a while, so he knows exactly when it might be a reasonable trade-off to conserve energy by not clipping a particular bolt, at the risk of a bigger fall if he comes off before the next one.
